C# parser library for OneNote 2007-2013 .one files

We need a C# stream parser for OneNote (.one) files. Here is a list of requirements: - Our budget is in the $300-700 range for this project - It must not use/depend on the OneNote COM API; it must be completely stand-alone - It must be implemented entirely using C# and the Microsoft .NET Framework; no external libraries - The OneNote file format is a hierarchical format; units of information are stored in the MS-ONESTORE format, and then within each unit in the MS-ONESTORE, are XML units in the MS-ONE format - The parser must be a stream parser; that is, it must not require loading the entire .ONE file into memory; it should be able to identify a list of units in the ONESTORE without loading everything into RAM, and then incrementally load a unit from there - When parsing via the MS-ONE format, the parser must be able to return XML plain text for each section, notebook, etc. - The parser must contain a simple demo app to illustrate its ability to output all of the user-created test in an input .ONE file - The parser must be reasonably fast; it must be able to parse the set of ONESTORE units in a 1 MB file in under 200 ms on a standard-speed Intel computer. - The parser must work for OneNote 2007, 2010 and 2013 files (the format has not changed significantly so this should not be an issue), and it must pass verification testing by our team - Final delivery must include both source code and binary delivery, including Visual Studio-compatible solution and project files - All source code, copyright, and other intellectual property will be owned by the buyer, under standard copyright work for hire. When complete, the seller will be required to delete the original source code, and must not resell, release, or re-license the source code, design or binaries.
