Android OS Customization / ROM work / Android 5.0+ ( THIS IS NOT APP !!! )

We need custom made Android OS / ROM or to customized the Android OS to limit and control tablet applications, features and functionality. We consider budgets up to 3500$. Full details attached in document below. Means we would like to remove the current OS from the device and install new custom Android OS on it with features and sections listed below: OS FEATURES: • Administrator section to control OS permissions and select applications which can be run. • OS to be trimmed of some common apps and downsized for light and fast usage. • Limit OS to prevent 3rd party apps download and install, run applications which wont be supported by the device. Only allow to use applications we are going to select. • Limit user access to sensitive parts of OS such as settings and other os files / folders • Limit device connection to only one particular hardware (docking power station) • Limit files upload / enhanced security for protection • Connect device with Beaglebone – this secure the locking system of device while in docking station – will send signal to lock / unlock the device. • Branded environment including custom backgrounds, theme, colors, custom dashboard with search, apps • Custom or branded browser so it will have header with our company logo or launch browser in mini app which will be branded. • Search for internet or search for internal software or files to be merged into one search bar (with switch), this point is optional but we want users to be able to search very fast. • Logging part to be connected to our server / database. Registration only possible via our website. Only approved users can be logged in. • CMS - custom made for statistics, gps tracking, user management, app management • Run custom screen or app while device connected to docking station. • Restore data – once user finish using device and return it to docking station all temporary files / data will be removed • Statistics – application to monitor and save all statistics of user action with the device. Saving the log files into database • Tracking – GPS tracking of user travelling unable to turn the tracking / location off. • Parts for advertisements – run rolling banners with link to external websites. * Layout to be responsive so it can be used on other tablets (No design work needed, No website work needed) CODER - strong experience with Android OS (Java) - some portfolio to show - positive ratings - must have tablet We are looking to invest around 3600 USD but happy to discuss. DEVICE: Android version not lower than 5.0 White label tablet would be preferable but could also consider some common tablets like Samsung Galaxy for the start. Thank you
