WordPress Gravity Form Update a Field

I work for a client who would like to update a field in a WordPress Gravity Form by importing a custom csv file. Code would need to be written to automatically update the field based on matching criteria from the csv file. Requirements require some error reporting as well.
I have attached a requirements document. Section 3 describes how the workflow works currently. Section 4 is the requirement ask.
The suitable candidate should be familiar with the Gravity Form plugin and WordPress data structure.
