photoshop plugin needed

Hello,

I need the following Photoshop plugin:

Compatibility:

-Photoshop version: SC5 or CS4 (ideally, the plugin could be compatible with both, but one of the two is OK);

-operating systems: Windows or Mac (ideally, the plugin could be compatible with both, but one of the two is OK).

Functionality of the plugin:

-the plugin ads additional method to transform layers (you can find standard ways to transform a layer under Edit > Transform > Sub-menu), based on options that can be set by the user;

-the user can set these transform options for each layer separately. I suppose she could use the dedicated panel for that, but other ways could also be OK;

-it is enough, if the new transform function works with picture based layers, or with shapes (one of the two). If you can make it work for both - its great of course ;)

Selected developers will get additional info (what kind of transforming is needed exactly and what options can be set by the user). In order to set the initial price, please keep in mind:

-the method to transform the layer is pretty simple (a slight modification of "free transform");

-there are only few basic options to be set by the user.

You can do this with any programming language or framework, as long as the plug-in works.

Please provide:

-links to the Photoshop/Illustrator/etc. plugins you have created (PLEASE BID ONLY IF YOU HAVE ANY SC PLUGINS DEVELOPED);

-price (at least a range);

-what compatibility do you offer: Photoshop version(s) and operating system(s);

-what programming language or framework will you use?

-can you make it work for picture based layers, for shapes, or for both?

-when can you start?;

-how long will it take to finish?.
