3D Model for Manufacturer to make a Mold from for Custom Shot Glass

Hello,
I need someone that is familiar with designing a 3D CAD Model that can be manufactured into a mold by a manufacturer to be used in the manufacturer of machine/hand blown glass that will be made into Glass Shot Glasses.
I have included an example of the end product would look like.
The picture, however, is not of the design I intend to have modeled, it is just an example of the type of shot glass I am looking to have designed.
The Skull will be "replaced" with a different design completely.
I really need someone that has some knowledge of 3d modeling of an object that can be made into a mold for glass blowing specifically if possible.
Glass Blowing has certain requirements for molds so those would have to be incorporated into the 3d model during the initial 3d model.
I would also need you to be able to make adjustments later based on a manufacturer's suggestions as to how to modify the design to fit within the parameters of glass blowing/molding.
I would like to get a solid design so a CNC machine can use to make a mold.
And I would like a High Quality (min of 1200 pixels on smallest side) 3D Rendering of it based on my design ideas on its own.
And I need a High Quality 3D rendering of it sitting on a bar filled with liquid.
