WordPress Plugin That Shows Time Left 'Til Next Dispatch

We are looking for someone to create a WordPress plugin that integrates with WooCommerce to display the time left 'til next dispatch globally. The idea is to have a simple plugin that lets us display a countdown 'til next dispatch in various areas of the website, including all single product pages. The dispatch time will be the same for all products, so we don't need to set it for each single product individually. Instead, we should have a few simple plugin options (see below) that we can adjust to our needs. We need to be able to add the countdown to other areas of the website as well (i.e. topbar) so shortcode functionality is necessary.
Requirements:
1) We should be able to set cut off times for each day of the week individually (example: 14pm on Monday, 15pm on Tuesday, etc).
VERY IMPORTANT! The timer should work in real time! Also, once a cutoff time is reached, the cutoff time left until the next dispatch should show WITHOUT page refresh. (i.e. it's Monday and cutoff time is 14pm; the countdown reaches 14pm and it should update to the next cutoff time, which is, for example, Tuesday at 15pm, without the user having to refresh the page).
2) The plugin should be global for all products -- i.e. same cutoff times. It should essentially hook into the single product template so it displays globally for all products. There is NO need to add a function/option to the "Add Product" page that lets us set individual cutoff times for each product!
3) You don't need to style it via CSS, however, everything should have proper classes so it's easy for us to style it outselves.
4) Desired format for the countdown (how it appears to users) is as follows: 00 days 00 hours 00 minutes 00 seconds. If time left is 24 hours or less, "00 days" should not display. Note: "days, hours, minutes, seconds" should display next to the digits/numbers like in the screenshot attached, not under the digits.
5) We need to be able to add extra text to it, as in the attached screenshot.
The attached screenshot shows exactly what we're looking for in terms of functionality and styling freedom (different parts of the text have different classes so they can be styled individually).
The plugin should be very basic and simple. It could be a simple script for the countdown -- but we'd need the above options added, too.

NOTE: Our budget for this project is 40.00 GBP. If we could pay 250.00 GBP, we would have seeked the assistance of a professional development company instead. So don't bid over 40.00 GBP. We expect reasonable bids from freelancers, especially for a job this small.
