.httacess rewrite cond experienced developer

I am looking for an experienced developer who can help me with implementing custom rewrite conditions in my .htaccess file.
Specific requirements for the project include:
This is a doctors directory. All doctors name and address saved in excel file.300k row.
Each doctors will have separate page, but this pages should build on the fly with .htaccess setting.
There is same content rule in each page, doctor name and address.
Just virtual URL will be in [login to view URL] to submit in google.
Our python programmer can take care about coding part.
The current structure of my URLs is query string based.
I have a specific deadline for this project, which is within 48 hours.
Ideal skills and experience for this job include:
