help with return-back tickets

Hi,

I live in Israel in a Jewish neighberhoud

We have a big problem for return back things that hardly findable to return, I'll explain:

Since we are health and peace loving community, we don't have transportation and open roads on shabath and holidays so you have to wait in order to return back on yourself, aka rest. Which is no more obvious in the modern countries.

I'm looking for a prototype for a system maybe in Java, that will accept get an input for a customer on the way he found the lost item (aka the lost ticket) and for payback of 1 Cent, users will be able to choose whether they want to pay 1 Cent or get 1 Cent and will be able to help to find the lost item's owner and furthermore return him back the item.
