Impossible Skin?

I posted a bid relating to skinning OutLook, in a similar way to skins presented via IE? I did not get any bids? Therefore, is this not technically possible. If so please comment on this without a bid. I release that the IE is handled via scripts, is there a technical reason why this cannot be done?
