VB Windows App

I need to develop a simple windows application form. I have attached the template with the basic structure of the form, but without the required functionality. What I need is to allow the user to paint lines or shapes within the panel on the right side. The radio buttons on the left will enable the user to change the color of the lines or change the size of the lines or both.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased.
