need a small command line icq tool

Hello,

i need a small command line application for linux. this tool should use a config file where an url, icqnumber and password is saved.

the tool should then poll this url. there are two possiblities:

it returns 0: the program does nothing and waits 10 more seconds

it returns : - the program should send the? to given back from this url.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
