Fix PHPBB Dates and Times

Hi,

For some reason dates and times are not working correctly on my forums, these are for posts, threads and users ect

Currently on the forums the only mods installed is Categories hierarchy and along with the attachment mod.

You are to correct the times and dates functions within the forums and should be an easy fix.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
