Wind Power Forecasting with Neural Networks

Hello guys,
I will need a NN professional who has experience in meteorology and/or forecasting. Matlab is prefered but we will accept any language if it lowers budget and time needed.
I have data from aeiolic (wind) parks and electricity spot prices. We will need prediction for 2 wind parks as described in the doc I will send you.
We are interested in the quality of the methodology (eg data cleaning, missing data, statistical analysis, data preprocessing, stationarity, trend-seasonality, feature engineering, overfitting, cross-validation) and a model with very good prediction accuracy for the next few hours (6-12-24-36) .
The client has already coded for two models, a simple feed-forward and a NARX, which give direct and iterative predictions but the results it receives are not satisfactory, I would also be interested to see how you approach the issue to understand what's wrong with his approach.
The budget is $116 and I will need it in 1 week max ( deadline: 16/9 )
