Build a travel advisory listing website

This is a small project idea I plan to implement soon, and looking to get the website made with most of the below mentioned feature. Use of open source cms script with required plugins is also fine as long as features are implemented. However details below should give you a brief idea on the project. Working with a small budget hence prefer choosing good freelance with lower bids.

-Logo design and styling of website/UI as needed, and seo friendly.

-Member registration/social connect

-About, blog page, contact us page

-Ability to scrape details from another website, and bot posting(Website details will be shared before finalizing a freelancer)

-User can also list / post travel advisory/alerts (with admin moderation option)

-Vote up / vote down feature on listing

-Listing categories as; country, city, date, issue date, created date, duration, year, reason, issuing authority.

-When clicking the listing, it should take user to a new page, where further detailed description is shared, also as social share on the description page, with an option for user to add/link newspaper article(which moderator can approve later) .

-Point system and user levels.

-Search feature on basis city,country or particular day, month and year.

-Option/feature to share the travel advisory or alert on other social sites.

-Auto posting of approved travel alerts on twitter / facebook.

-Ad blocks for ads

-Website RSS Feed

-Email subscription, and auto mail to members who subscribe, for weekly, fortnightly, or monthly mail, will receive all travel advisory/alert summarized in that mail.
