Design 9m high metal building support structure with stairs

I am looking for a certified engineer to design an 18ft x 28ft metal structure. It must be engineered to support a single-story wood building 20ft above the ground. The building will be 14ft x 20ft and is not part of the design. Steel joists should be calculated for the correct load for building placement. (see attached). Joist design with consideration for attaching wood decking and structure.
Steel stairs to be designed as illustrated in the sketch.
(Please see actual examples attached and a dimensional sketch..
Building Loads:
Structure to support 10,000 lbs
Roof snow load 50 PSF
Wind exposure C
Wind load 115MPH
Live load 20 PSF
Require: Concrete footing specifications and complete plans to submit to fabrication
Deadline: 10 days.
