C Programming for a MCU chip

I need to develop a Source code for working with web-files so this MCU it can be like a WEB-SERVER.

This MCU will be controlled by the WEB-PAGES, the Index page is a button page type that will control the inputs and outputs of the MCU.

I have a sample of the webpages working on a module but the MCU is the LM3S6911 from Texas instruments but this MCU is out of production and I need to design the same style of the old one but make it same for a new MCU like the TM4C123GH6PZ or family.

Also I have another project that will involve AT COMMANDS to control a WIFI module, maybe this can be done easier than the MCU project, but need advise for this
