Custom Wordpress Plugin PHP, Url Alias Generator

We are looking for an experienced web developer to write and implement a new website feature. I've included one screenshot to explain the project better.

This project can be split in two parts:

1) We have a Wordpress blog. We want the script to identify any outbound link published in posts/pages and automatically create an alias url for it. The alias url domain should be easy to set for us. For example: A link to [login to view URL] becomes [login to view URL]://[login to view URL] where [login to view URL] is the alias url domain.

2) Once a visitor click on the alias url, he sees a small closable window on the bottom right with a link to the [login to view URL] page that he was reading (so, the link is dynamically generated). See the screenshot: the yellow website is the external one, and the highlighted small window contains a link to go back to the website.

I will give you access to my Hostgator account to test & implement the script. No wordpress installation is required.

This project should be easily implemented on other or brand new Wordpress installations. A short documentation/readme file explaining how the script works and how it can be implemented is required.
