Coding for round based competion web page for school kids

Need programers to help create a question competition for school clases (age 10 to 13).
The competition is round based, and each round will be availeble at determined times.
The competition is only open to school clases in Norway, and each class must complete every round with a national live final each year.
Need someone to program the competition and implement the code in my web design.
The code has to be flexible, as the site will be used for many years.
In addition to the "closed" part of the competition, we are also thinking about a quiz system for everyone that visits the site.
The code must in addition to the competition code include user administration, competition management, result system, message system and more
Please give a rough quote as the project is in its early stages, and the details has to be worked on. Planned launch of the pages are october/november 2011
