CSV File into a DB and output to Fixed Length

I receive a csv file containing daily orders generated at our web site. I need to take that data and manipulate it a bit, add shipping weights, group the line items into a single order... Then I need to take just some of this data and send it to my shipper in a fixed length format. This file has 40 or more extra fields that are not contained in the csv file. I also need to create a single page document per order with the customer name and what products to pick at the warehouse. This document would also need a 128 bar code of the order id number.
I'd like to get the process as automated as possible. The way I see the process occurring would be: I create a csv file from the web site then I pull it into an orders database in access. Next use an append query to add the required data to the Shipping Database and then export it in the fixed format according to their specs. If I kept the shipping information in a database, then I could update back into it with the tracking info?
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
