add an icon to the browser

Gneral idea

1. put an icon on the browser (IE or FF or both ,deends on your skills )

2. once clicked ,it will open a dummy form

3. icon should be able to be changed to other icon while surfing the web

ok this bid contain your help in where exactly can put the icon

that i need to put in the browsers IE and FF

your bid should be like this :

i can do this in language X and put icon in __(provide a pic to show where ) in browsers IE or FF or both (depends on your skills )

coder will benefit long term work

just 1 little comment about IE , IE has many versions

so if you sugegst some idea ,that idea should fit all IE versions
