Create javascript and css for responsive sticky navigation

I need someone to create the javascript and css to replicate the sticky nav in the image attached. It is a drupal website and you must use the existing html and write the css and javascript based on the existing html without making any changes. The sticky nav also has a drop down menu which is seen in the image. The sticky nav must work responsively as well.
This should be a simple task for someone experienced with css and javascript. This should work in all of the latest browsers and be responsive. Also the search bar should be included in the sticky navigation.
