SEO Expert/Team Needed

We are currently getting our site redesigned and once it is completed, we'd like to get placed on the first or second page of major search engines. Keywords will be from our list as well as some keywords the bidder will suggest to us.

We'll need an SEO person/team to do on site SEO as well as it will be a new site and not yet optimized for search engines. We also need off site SEO too such as: write articles and link building, and also directory submissions. Also, if possible, someone to help make suggestions and give advice on how to get in the top 10 for major search engines.

***Most importantly, we want people who only believe and practice "whitehat" tactics.

If results are good, we would like to create a long term relationship with the winning bidder.

Please provide examples of real work, what you'll do to achieve high rankings in the search engines, and time frame estimates for goals, etc. Thanks!
