Create a 3D little city for a game(repost)

I am creating a 3D online game and need someone to modelize the city where the game take place.

The game will be more "funny", "simple" than "realistic", I want something with a touch of originality.

The city will be made on a sphere like a planet. 10000 polygons total is the goal, with 1000 for the sphere.

The image is just a sample I made quickly to make some tests, there are not enought houses and it's very draft compared to the result I am waiting from you.

The game would be a first person shooter AND a 3d chat then the environement must be for male and female.

The city must be "splittable", to allow to load each part in the game if needed. I think 16 parts is good.

To choose the "coder" I would like a sample of what you will do, for example a very low poly little city and a house or building more detailled to see what you are able to do.

It's possible that after this work will be completed, I need another work to make the city bigger.
