Handling of Encryption Keys in a VB.NET application

We need a software-part which handles the storing of encryption keys in a middle vb.net application. All data (especially files) are stored encrypted in the file system. We need a software-piece which handles this encryption keys in a very safe way. Furthermore the keys should also be in a "relation" with the user-accounts. (Eg. user logs in and his data is encrypted, if the key should be changed or if the key is based or generated from the password, then there are some issues whoch should also be solved).
So it is more a little concept about key-handling including some coding!
