R code - Speeding up of nested while loop, vectorisation?

I have some code that is doing what I need to do, but it has an inefficient nested loop. Currently it is a nested loop within another loop, but soon that will become 3. I would like someone who can work with me over an hour or two to show me how to speed up the code significantly. Currently the double loop takes 5 seconds, and it needs to run hundreds/thousands of times alot faster.
Please bid if you have 10+ R code projects completed with 4-5 stars. I need this work done within 9 hours of posting this, and work can start ASAP.

I think this should only take an hour our less for someone who is good with R. Happy to pay up to $35 USD total either way.
