Make PHP work in public_html

Hi,
This should be a fairly straight forward project for someone who knows how to fix this issue.
I use centos word panel and all works fine , this was set up by someone for me and it works perfectly.
It shows installed things such as php mysql etc etc.
I have created an account a user and domain which auto creates a folder at /home/user/public_html , i tested html page here and works perfectly , have my domain pointing to it etc.I even created a database using the panel so all is ready to go.
The problem i have is although php says its installed it does not work in this folder , i dont even know where php defaults to and how to make it work in all public_html folders. i tested a file in /var/www/html and it doesnt seem to work there either so i am unsure on what works etc.
This was a freshly installed server a couple of days ago
I receive this error The server encountered an internal error or misconfiguration and was unable to complete your request.
Does anyone know how to fix this ?
If you need more information on versions and more then let me know, i tried to include enough info but im sure this is easy fix for someone that knows.
