Design Functions of Search, Compare and Match using MySql data files in WordPress site

We need someone good with UX/UI, MySql, PHP, and Software architecture. In our website [login to view URL] (a WordPress site) we are going to add three pages and each one has its very unique function.
Functions
1. Search (by using multi-filters)
2. Compare (one school against others according to a viewer's preference)
3. Match and calculate match Possibility ( by using a viewer's preference and qualifications to look for best-fit colleges, afterward we will also recommend or suggest some similar schools to the viewer.)
In this Match page, we would like you to add a subfunction clink to a page allowing a viewer to use an admissions calculator to see how Ivy League schools look at his or her competitivity.
Please also design a side function that allows a viewer to save his or her favorite schools any time to a "Favorite Schools" list on the dashboard, and be able to retrieve them for comparison or match purpose.
We have Excel files and need you to turn them into MySql files, so they could be uploaded to our WordPress site. All the functions described above will have to use the data files.
