Create a simple web based admin panel

We need someone experienced with PHP, Mysql and web design because we want a simple login system to an admin panel, in this admin panel we need few sections which will control add,edit remove users from specified db, create reports by querying a db, and a few things like this.

So basically this admin panel will function as a user interface for an admin to make the changes to the database by running some simple SQL queries.

We expect this task not to take longer than 1 day for any professional. We want the site to be made using a responsive design so its user friendly for access from mobile phones or tablets.

We are looking to for programmers who are fluent English speakers as we need constant communication whilst their working on this project, and they must be able to start the work immediately.
