Create a Wordpress Template for a Company Porfile!

I am looking for a freelancer who can build my sample website based on Wordpress. The website contains several pages(less than 8 pages). It is a profile of a company.. I will give you all the information that you need to make your work much easier. An important thing, the website must have two different languages Arabic and English (there is a plugin which can handle this issue)... Arabic version is from RIGHT TO LEFT unlike English. All the contents and layout must be switched to fit this requirement. The admin control must be able to enter the same content twice one in English and the other one in Arabic. In the Header I need all the contents be in the center of the page... Here is an example for what I am looking for ).

I will give you the theme of the company and the content of it. You have to build the website with all the requirements above beside the design must be Responsive Website that fits in any portable device. You are free to use and pre-design wordpress template.
