Add one new function on my eCommerce Website

I pay just 50$ to 75$. I want to add a new functionality to my current website as follows:

1- Customers can submit the URLs of the products they want to buy from other international websites (such as [url removed, login to view] , [url removed, login to view] ...etc)

2- My website will grab the product details ( product picture , name , price , sizes ...etc)

3-The site will automatically calculate the customs based on a defined percentage for each product category.

4-The customer can modify the color , size and price and submit it for the review of my administrators

4- My administrators will review the request and change the price if needed.

5- My customer will review the final prices and submit the final order.

6- The customer has to pay the order amount before it is considered accepted.

7- My administrator will order the products to the customer and deliver it to his address and then the order will be considered delivered.

8- The interface should be nice looking and responsive

My website is build using woocommerce and wordpress. I pay just 50$ to 75$
