PHP Programmer or Ruby on Rails needed + Extra Future Work

I'm looking for a professional PHP or Ruby on Rails Programmer with extensive portfolio and experience. I'm looking for someone who is available and supporting in developing a small application. If you are either PHP or Ruby on Rails programmer please confirm within your bid that you are also comfortable with the following;

- WordPress & WordPress Plug-in Development

- cPanel / WHM API or DirectAdmin

- Paypal API

- ENOM API

- MySQL 5.0

This is just a first state, there are about 5 - 6 stages that we are looking for to expand with which means more project and money for the candidate. We are looking to replicate a function of a specific website application or script. As mentioned above, we will be improving this at a fast paste with either additional scripting or WordPress Plug-ins / Modules to implement into WordPress version. (However, expansion and additions for WordPress at a later date.)

Please provide samples with your bid of applications you have worked on before. Please don't just post a list of URL's but rather explain what you did or what part of the application you developed.
