NEED AFFILIATE PROGRAM ON MY SITE

Hello, I need a developer to program me an affiliate software , my site is 98% complete and software is actually half complete. However, I am not sure if another programmer can pick up where the last one left off. It was coded with php java and cms css3 etc.

Please know all of the above. Also please know how to design a cms system. Because I have one deisgned for me from scratch and It needs to be able to send automated emails. Some emails are already set, I will give more information upon accepting of proposal.

I will not pay until work is complete. I need this done , so I am honest employer and willing to work with a great programmer long time. My site actually depends on me having a programmer availabe for my clients.

To be more specific, this is exactly what needs to be completed.
