manipulating postscript, double letter in two pass - letter duplex

I need to manipulate files postscript (HP printers) so that documents that have become double-letter size sheets (two pass) in letter size sheets duplex

The work is urgent, and I need that the program is an EXE which receives the following input parameters:

a) original file and path (contains documents in leaf size double letter (two pass)).

b) file and final round (the new file is created on letter-size sheet (duplex))

for example command line:
