Web app to upload pdf documents for purchase

We need to develop a web app and mobile gui.
The main idea is a website that can offer to our customers the ability to purchase documents uploaded by the administrator. After purchased the user would be able to read it online with his username and password and in his mobile device (iOS, Android). Could use sencha framework to make it compatible with all the touch devices. It's kind of an E-Book system, but in this case the user would read the "book" online and in his mobile device.
The GUI could be like [url removed, login to view]
1. The user would have to purchase the document first in order to read it.
2. The payment gateway could be Paypal or 2Checkout.
3. The admin would upload the text or pdf files (whatever is best for the web app).
4. Needs to have embeddable document viewer that displays documents right on the website.
5. The user who bought the online document, would not be able to download the whole document, only read it select it and that selected part send it to an email.
6. Could use Sencha or your favourite framework for the mobile theme.
7. Search document by title or description. The fields would be (Id, Title, Views, Purchases, Date, Rating, Related Documents, Tags.
8. Ability to create categories for those documents.
9. Create a separate language file to make it multi-lingual.
10. If possible HTML5 and CSS3.
The mobile platform would have first a username and password, after logged in would display all his/her purchased documents to read them right on the phone, not to download.
We need also that the mobile app would have the option to purchase directly on the mobile device.
