SMS Developer required for app that interacts via SMS

We need a very good SMS developer to work with us on a this project. The project is integrated - i.e this means that it involves web programming and sms programming, so its better if you have both skills; however, we are more keen on quality delivery rather than anything else, so please bid if your skills major in one of the areas and we can work something out.
What is basically required is:
- Ability to read an in-coming sms (about 4 different formats), extracting its content and storing such content within a database
- Ability to develop code that can trigger automatic sending of a bulk sms after an event.
- Program will need to be able to interact with SIM cards physically connected to a computer system - for example, USSD commands can be initiated from the program, SMS messages via SIM card can be sent from the program.
- Program needs to interact with a compatible GSM modems/phones.
- Program will be based on interaction with standard mobile numbers
Additional requirements
- A good understanding of premium rate short code SMS programming
- Good mySQL database skills
- Java skills and PHP Skills
- Good english please
