PSD to responsive WordPress sites & mobile sites

Hello,
I'd like to find an excellent web designer (or team) to create some quite simple web sites aimed for small and medium businesses, with a strong knowledge in PHP and WordPress to mainly convert PSD to WordPress themes.
I may also need to get some websites created from scratch and/or mobile sites.
The type of sites I'd like to offer to my customers would be composed of about 5 pages. Home page, service/product offer (content) page, about page, testimonial page and a contact page with a form for customers.
Of course some customers may want a bit more but mainly these should be some 5 pages web sites.
I will send you some PSD files, one for the home page, the other one for the inner pages. You will have to create a responsive WordPress theme based on these PSD.
I will also need that you create some simple mobile sites, normally in HTML, based on the design of the already existing regular website. They will also be composed of 5/6 pages most of the time, like above.
I want to find a serious and talented web designer. I don't want somebody who will do a job and then will vanish when I'll need him/her again. My desire is to find somebody I can work with for the long term. I don't want to have to change for a new designer each time I have a new contract.
How much would you charge approximately for the type of web sites I have in mind? Please bid for the WordPress responsive site and add your price in the comment for the mobile site.
