automatic catch quarantine domain names in the Netherlands

I need a tool (doesnt matter in wich language, but i prefer visual [url removed, login to view] if its possible)
the tool must do the following:
In our country (The Netherlands wich has domain extentions .NL) we have quarantine domain names. This means that a domain will expire after the quarantine wich has a period of 40 days.
What i want is a tool that check if the domain has changed the status from quarantine to available and then automatically register the domain name.
I know other big companies have this, because i am NEVER succes to register a quarantine domain name manually.
Please only bid if you are sure you can make this.
explain in short:
1) insert domain name in the tool that i want to have
2) tool is refreshing or rechecking once in a x period of time if the domain status is qurantine or available
3) if available automatic register it.
