301756 Create Thumbnail from Video

PLEASE *READ EVERYTHING* BEFORE BIDDING.

B) I need a script that will capture a frame of a selected video (say, for example,3 seconds into play) to make a thumbnail jpg of it.

B) Can NOT use anything that needs to be installed on the actual server (eg: no ffmpeg)

C) Please post on the PMB so I can give you the website URL and answer any questions.
