Android Snapchat API-based App

I would like to use the Snapchat API to create an Android app that would allow me to record Snapchat video (up to 10 seconds) and replace the recorded audio with audio / music files from the Android device (.mp3). Will need to be able to choose which portion of the MP3 file to use as the audio. And of course will need to be able to send the complete Snapchat video to friends on Snapchat.
NO graphic design or UIX development needed other than the bare bones to make the app work.
