VPS Linux (Ubuntu +RDP) Server .exe Triggering Solution

Hello,
I need a solution that could trigger a .exe file at the same time in different 200 VPSes that runs Ubuntu 18.04 + RDP. NOTE: We can't restart servers to trigger it.
So probably we would need to connect all these VPS. You would have to learn how to add new VPS and how to delete old one.
