Windows based Cellphone App

I need to develop a program to record and post or select a pre-recorded video and post. The post will be a 20 second or longer video/audio file and text, video only or text only from windows based cell phones to a webpage using an http post. There would need to be a place to type in username and password and a way to save this information for future use, and notification if it incorrect. Also a place to type in text, select a video or picture to upload and information showing success or failure. We use SQL and will parse information on our end. I will provide graphics as needed. We already have an app for the iphone. The program would also include the process of putting the app up on windows or at least instructions as how we do it. I will not release money from escrow until I can test the actual program on my cell phone. I would also require source code. Maximum budget $400.00.

Bidders must be experienced in windows cell phone apps and be able to show past projects.
