Internet Marketing - Strategy for social networking site needed (Vancouver, BC only)

I need someone to run an internet marketing campaign for a new social networking site, more info about the site will be shared with those I am interested in working with. This involves everything from a social media campaign to SEO to Google AdWords/Display Ad Network campaigns and everything else. The person must live in the Greater Vancouver area. I will consider someone who does not have a lot of experience but has a lot of knowledge in all these aspects, but someone who has run successful campaigns for other projects would be preferred. This job is for a personal project but I am also looking for someone who can provide these services for my other Web clients as well.
** As far as the budget goes, this would be an ongoing project. I am looking for proposals that should include a set-up cost, which would be coming up with a strategy and setting up all the campaigns, and then a monthly fee after that for maintaining the campaigns, changing strategies when needed, etc. This is a start-up so I do not have a big budget to pay a lot, but if someone amazing can help build this site into a very successful one I will reward them with rates that other successful companies pay.
