Good Adwords Specialist Wanted

Looking for an expert in Adwords management and optimization of the campains and analytics.
You should know the tips and tricks including display search placements (websites, mobile, videos, apps), targeting, to enhance my current campaigns performance.
You should be good at :
- Writing and optimizing ads
- Maximize budget and result with the minimum spending on per click
- Manage keywords, add or remove
- Gain high quality score and improve ppc campaigns
- Excellent placement targeting, customer targeting, country targeting, placement targeting.
- Setup new campaigns/ads/keywords whenever required
- Set up graphic ad campains.
- Provide reuglar report of progress.
- Able to suggest plan and implement on how to optimize the campains.
- Good Knowledge of web design so to be able to suggest modifications of the sites pages.
The analytics are setup with conversion tracking code, but the conversion tracking code does not seem to be functioning well currently. I am looking for someone to work with me to improve and optimize the campaign. I want regular and long term relationship. Please bid on the basis of hourly session. The sessions will be teamviewer and skype based.
