Need to build a simple Joomla website for a business school case competition. Rough outlook of the website will be similar to the one below.

I will be shortlisting a Joomla template shortly. Will need the following :
>Will need 1 very RELIABLE & COOPERATIVE joomla expert (good at joomla 2.x/3.x.. to customise the template according to the requirements.
>Expert must have an eye for Design and should not await signals from our side to make changes in the design.
>The website needs to be responsive to mobile devices
>To be confirmed : Will need the same developer to also develop an app both for android and iPhone devices
>Need to get this done with in 2-3 weeks time. Although exact timeframe will be informed shortly.
>Finally need to same developer to help hosting on a reliable AWS or other servers.
>Support from the developer if anything goes down during the event. (Expect 2-3 days of extra but nominal pay for support)
