Implement an automatic payment service on my e-commerce website

hello there.
I have an online shop regarding clothing and I need to create an automatic payment system.
Our website is for everyone out there, artist, writers, graphic designer. We offer the opportunity to open their own "shop" into our website and get paid through commission.
The system I need is an automatic system. When a customer buy a sweater for exemple we get paid but a part of the amount is due to the shop owner (commission).
So, customer has 30-45 days to claim and request a refund.
The diverse shop owner need to have a dashboard to see everything about their money.
During the first 30-45 days shop owners will see the commission fee as a pending payment because those money are held by us until the time available for the claim is over.
And the full amount transacted by customers will be credited in admin bank account(real money) and commission will be displayed in artist account (virtual money).
Once these 30-45 days passed then shop owner will have a request button to withdraw funds.
If shop owner clicks on withdraw then the request will be sent to us.
I need to get notification in our admin dashoard regarding fund withdrawal request by shop owner otherwise you can implement an automatic payment after these 30-45 days that realesed the commission to the shop owner bank account. I still have to decide if I prefer to have an automatically payment or if I will make manually by myself. Give me a quote for both.
Furthermore, I need that you incorporate in our back end dashboard the possibility to see when the package is delivered, and maybe get alert when something is delivered. We want to use DHL, Fedex or UPS.
