Splitting Land into smaller plots

My friend has a plot of land and needs to split it into smaller plots 300m2 each, like it would be for building houses, with roadways, in order to create an estate. The size of the land is 32000m2 (8 acres). The roadway needs to reach each of the smaller plots. I will provide you with drawings and google map aerial view, including the exact location of the land.
