Website Homepage Re-designing

The redesign requirement is for a classifieds website - "[login to view URL]" developed in 2004 on ASP technology.
The website layout is divided in 5 sections (screenshot attached, you can also refer the website) -
Top Header section - containing the logo and the advertising banner of about 750 px width and 100 px height
Left Menu section - containing the advertising logo of 120-140 px in width anf 600 px in height
Middle top section - Contains the menu for user / guest and navigation links
Middle content section - this is where all the categories icon, description and link is available.
Bottom section /footer - contains the important links
You have to redesign the homepage in the above mentioned layout only so it becomes easy for us to implement it in dynamic ASP pages where we have to put it in various files like header in the [login to view URL] file , bottom in [login to view URL] file and so on...
The layout should be based on the latest CSS/HTML , somewhat like OLX in terms of layout and nice set of images required for middle section.
If the work is good, then i will give 3 more pages to be worked i.e. Ad page, Categories page and List of all Ads Page
