Call for technical proposals and quotations for an electronic documentation system for the "Company Name”

Request for proposal

The “COMPANY NAME” seek to provide an in house electronic document sales service to its customers – currently outsourced – as part of a comprehensive offering of “COMPANY NAME” products and an “on line” seminar booking facility

“COMPANY NAME” to use its website to

· Market the various agreements and supplementary forms in an electronic format

· Market attendance at its training seminars in the appropriate use of its publications

· Permit the downloading of some documents at no cost in a protected but usable format

§ The existing “COMPANY NAME” may have to be modified – and/or additional equipment provided

§ ( “COMPANY NAME” is a M-Web subscriber)

Background

Currently “COMPANY NAME” publishes three agreements and supporting documents in hardcopy format for sale nationwide by vendors on behalf of the constituents - who benefit from a 50% mark-up (regional offices of the constituent consulting disciplines and contractors). Payment to “COMPANY NAME” is via Electronic Funds Transfer by each vendor – an order is only released on receipt of proof of payment. A third party currently sells electronic documents in return for a royalty payment to “COMPANY NAME” Constituents do not benefit from this sale. “COMPANY NAME” customers have commented that it is ‘not logical’ to have to go to another service provider to purchase “COMPANY NAME” material in an electronic format

The Agreement requires two pages to be completed by the contracting parties, the Contract Data requires ±7 pages to be completed, the various forms require completion by the parties to the agreement and/or the principal agent. “COMPANY NAME” propose that in future completion of the documents be in electronic format to eliminate errors from poor hand writing and allows additional space where required. The ‘Contract Data’ is completed by the principal agent, issued to contractors to solicit an offer, the contractor completes the same form and submits this electronically as the tender, where permitted, and if successful, this becomes part of the binding contract

“COMPANY NAME” Publications

The three building agreements (Principal Building Agreement, 30 pages; the N/S Subcontract Agreement, 32 pages; and the Minor Works Agreement, 22 pages) require the cover and the last page to be completed with information related a unique building project by the parties to the agreement and signed (on a printed version or electronically). Each agreement is supplemented by a ‘Contract Data’ document comprising a cover and 8 pages where the cover and 7 pages must be completed with project specific information.

The electronic documents must be ‘protected’ ensuring users can not change text or formulae but are able to complete details unique to a project once only, but allowing reprints for that project – where the same document can not be used for other projects without purchasing a new set of documents (…software Adobe? Google+?)

§ Depending on the technology involved “COMPANY NAME” may ‘retain’ documents sold electronically and file completed documents for retrieval using a customer PIN number or similar technology (information must remain confidential). This could require ‘cloud computing’ or similar technology

§ From discussion with various industry players “COMPANY NAME” do not need barcodes, OCR codes, ISBN numbers or a Twitter account. A Facebook link may be useful

Currently the “COMPANY NAME” Agreements and the Contract Data have three advertisements (inside front cover, inside back cover, outside back cover) that may fall away in future

“COMPANY NAME” Supporting documentation

“COMPANY NAME” publishes a number of supporting documents that must similarly be protected from changes that must be completed by the users – for downloading at no cost … possibly filed as described above

§ Contract Data for each of the three agreements - Cover + 8 pages

§ Security for Payment / Advance payment / Construction – two with 2 pages, one with 3 pages

§ Certificates for site possession, payment, reconciliation, completion, payment notification, payment advice, waiver of lien + a notice form for use by all parties to a contract to communicate and create an audit trail of events = 10 separate one page forms

Possible (future) sophistication may include linking the ‘calculations’ for each payment certificate and the filing of all certificates and forms under the project name filed as described above

Frequently asked questions

The current webpage provides a space for users to look up answers to questions on the appropriate use of the “COMPANY NAME” documents. The answers are in clause number sequence of the current three documents. The new agreement editions to be published later this year will have different clause numbers – the questions and answers must be re-ordered according to keywords as the information remains valid – a note may be attached to each answer to refer to earlier agreement versions and clause numbers (“COMPANY NAME” task)

“COMPANY NAME” Seminars

“COMPANY NAME” seminars are presented by the “COMPANY NAME” CEO countrywide generally twice a year in Johannesburg, Midrand, Durban, East London, Port Elizabeth and Cape Town and once a year in Bloemfontein, Nelspruit, Polokwane and elsewhere subject to sufficient demand – and to organizations to train their staff for an audience of 15 or more persons

Currently a ‘protected’ MS Excel registration form is posted on the website for completion on line – this allows (manual) harvesting of information for invoices, the attendance register, an attendance certificate and an acknowledgment of a booking. This process should be automated. Payment is via Electronic Funds Transfer – a booking is only acknowledged on receipt of proof of payment

The webpage could show how many seats are booked/ available

Seminar publicity

“COMPANY NAME” uses its own mailing list compiled from information published by constituents in MS Excel format sorted by region and/or discipline. Each ‘name’ is mailed a flyer about a forthcoming seminar and a ‘protected’ MS Excel registration form. This database, presently some 2000 names – potentially 10 000 names, requires expansion and additional sorting capability to personalise invitations … “ you have not attended an “COMPANY NAME” course for three years!” and to extract statistics of attendance by discipline / agreement / region etc

Payments in future

A payment portal for credit card payments in addition to EFT payments may be required for seminar bookings and purchases of electronic documents
