Custom Tracking Wordpress Plugin

I need to create a custom plugin for wordpress with below list of features:
.Only works for logged users
.Flag a page or post for tracking, only the flagged ones are tracked
.Track if a user has visit the post/page that is trackable
.When user logs in the site will show which pages/posts the user haven´t seen yet
.The info show to the user will be available with 3 options (NEW | POSTS | PAGES)
.NEW - every post/page available with less then 3 days (this time must be configured in the admin area)
.POSTS - every post that the user haven´t seen in the last 30 days, only posts marked for tracking (this time must be configured in the admin area)
.PAGES - every page that the user haven´t seen in the last 30 days, every page marked for tracking (this time must be configured in the admin area)
.The info will be showed to the user in 2 ways via widget in the side bar or via popup layer with the info.
.In the admin users area must be a field for available languages and the above info will be showed in the user selected language, if no language is selected for that user it will show the both languages.
