Converting HTML site to Joomla

I basically have a very simple HTML template that i have yet to fully edit but editing is not part of the job.
I would like to convert this HTML template into a joomla template. I would like it to be idenical in presentaton. There is no more then 15 pages that need to be converted.
I also need someone to create a company logo for a ITServices company ( nothing fancy) and replace it with the one on the current template
I do have one search box that would need to function on the current site.
Im looking to pay 100-250$ for this.
